Every Ohio-based employment program is unique; some may be more helpful to you than others. Read the descriptions of each Target Group below to understand which group best describes you.
DLW (Dislocated Worker)
Individuals 18 years and older who were laid off or have been terminated from job at no fault of their own; or have received a notice of termination or layoff from a job as a result of a permanent closure of, or any substantial layoff at a plant, facility, or enterprise; or was self-employed but is unemployed as a result of general economic conditions; or is a displaced homemaker.
Employer
Any employer or any group or association of employers engaged in an industry affecting commerce.
High School Youth
Individuals who are in high school.
Incumbent Worker
An individual who is an employed worker who is in need of additional skills in order to avoid layoff or improve career prospects and economic self-sufficiency.
Special Population
A selected group of individuals.
Students
Individuals that have received a secondary (high) school diploma or its recognized equivalent (General Educational Development [GED] certificate) and is attending a postsecondary school or program whether full or part-time or is between school terms and intends to return to school.
Targeted Population
A selected group of individuals specifically identified to receive services, for example dislocated workers, youth ages 18 to 21, veterans, students, and high school drop-outs.
Unemployed
An individual who is without a job and who wants to work and is available for work.
Universal Population
All adults, age 18 or older, who may apply to receive WIA Core Services and WIA Intensive Services (See Core and Intensive Services for descriptions).
Veterans
Individuals who served in the active military, naval, or air service, and who were discharged or released from such service under conditions other than dishonorable.
Youth
Individuals who are the ages of 14 to 21.
Youth Offender
A young person who has been convicted or cautioned for a criminal offense.
